Qualifications

• Minimum Master’s degree in Tax Policy, Public Finance, Economics, Law, or a closely related field.
• Additional professional qualifications in public policy analysis, international taxation, or fiscal law (e.g., LLM in Tax Law, CTA) are an added advantage.

Experience

• At least 5 years of progressive experience in tax policy analysis, fiscal policy formulation, or public finance advisory roles.
• Demonstrated experience working with government agencies, ministries of finance, or international financial institutions on tax policy reforms.
• Proven track record in designing tax policy frameworks for direct and indirect taxes (e.g., VAT, CIT, PIT, excise).
• Experience in conducting economic impact assessments and cost-benefit analyses of tax policy changes.
• Familiarity with international tax cooperation frameworks (e.g., OECD BEPS, Inclusive Framework) and global best practices.
• Experience in developing legal and regulatory instruments (e.g., tax laws, regulations, and guidance notes) is desirable.

Skills

• Strong analytical skills in tax policy modeling, revenue estimation, and macro-fiscal linkages.
• Proficiency in using economic modeling tools and tax microsimulation techniques.
• Excellent writing and policy briefing skills, including the ability to draft cabinet memos and explanatory notes.
• Skilled in stakeholder consultation and presenting technical policy recommendations to non-technical audiences.
• Ability to lead policy dialogue with donors, private sector representatives, and civil society on taxation issues.
